Director – Labour Rights Steve Gibbons is Ergon's Labour Rights Director. He has many years experience of working on labour rights issues not only from a legal perspective, but also in policy and strategic advisory roles, particularly analysing how varied organisations can best contribute to compliance with internationally-recognised labour standards.
Steve is a lawyer qualified in the UK. But he has for the last decade specialised in international labour rights and on emerging methods of enforcement. He has experience of working with a wide range of organisations concerned with the development of a robust and transparent regime of labour standards enforcement globally. Steve was previously Head of Employment Law at Incomes Data Services where he headed up the law division including responsibility for IDS’s seminar and conference programme, in-company training; and leading IDS activities on both international labour standards and ethical sourcing. He has written extensively on labour rights issues and has been consultant to the European Bank of Reconstruction and Development (EBRD); the International Labour Organisation (ILO), the International Finance Corporation (IFC); the UK government Department for International Development (DFID) and the Ethical Trading Initiative (ETI). He has also been special consultant to the Organisation for Security and Co-operation in Europe Mission to Bosnia and Herzegovina programme to promote equal opportunities amongst selected employers in BiH (2002-2003). He has worked on labour rights projects in Bosnia, Ukraine, Namibia, El Salvador, Guatemala, Colombia, Romania, Bulgaria, Poland, Jordan and the United Kingdom. Publications on international labour rights issues include: ‘International standards on Migrant Workers’ chapter in Institute of Employment Rights working party report on Migrant Workers (Mid 2005), ‘Decoding Some New Developments in Labour Standards Enforcement’ – Institute of Employment Rights (2005), ‘Organising Migrant Workers’ (editor) International Centre For Trade Union Rights / South East Region TUC (2005), ‘Mapping labour rights compliance on a country-by-country basis’, DFID (2001), Mid-term Review of the ETI. For DFID, with Sarah Ladbury and Graham Young (2000), ‘Core labour standards - key issues and a proposal for a strategy. A report submitted to the Department for International Development’ (Jan 2000)., ‘Learning by doing review’ (ETI, 1999). Co-authored with Pete Burgess (IDS), Geoff Lane (PWC) and Melissa Carrington (PWC) and ‘International labour rights - new methods of enforcement’. Institute of Employment Rights (1998). Steve has also published widely on UK and European labour law. Steve is a regular conference speaker and has devised and implemented numerous training programmes for private sector companies, trades unions and government bodies and international organisations.
